Logging into account server...

Logging into account server...

About a week ago I installed Conquer. It was working fine until a couple days ago when it stop letting me connect to any servers. When I try to log into any it just says "Logging into account server..." and the yellow tip text shows up. The progress bar doesn't even pop up no matter how long I wait. I've tried re-installing and moving the installation destination several times. I've also tried giving it more permissions and running as administrator as well as turning my firewall off and running it, but none of that has worked.
Also this has appeared in the "debug" folder:

ERROR: file ini/promotion_activity.dat not found at e:\cq2client\cq2client-73.7\basecode\myencryptfile.cpp, 43 -- Mon Apr 06 01:48:20 2015

I can't find this file online anywhere though so I can't add it if that is in fact the problem. I don't know why it would be the problem, or why it became a problem though since it was working fine 4 days ago and I didn't change anything.
Please help I've been searching online and trying to fix this for hours today.

(also the bbs.co.99.com website wont load for me.)

Searching more on this website I found:

Which said: "Client Hangs on black screen with no loading bar.
This problem occurs on patches 5174 and higher that use the RC5 seed packet (1059), or that use a new password cipher. If the client hangs here and the server is not receiving any packets, that's because the client is waiting on the 1059 packet. If the server is receiving packets, then the server is not programmed to handle the packets being received."
I don't know how to use this information to fix it though. All the links that they say send me to the place to get the packets are to a website that doesn't actually have them. Also I'm not entirely sure what to do with the packets after I download them. Please help I don't understand.

I have now tried fixing the problem by going through all my network drivers and making sure they're installed correctly and up to date. I also reset my router several times, cleared all my browser caches, I reset winsock entries, reset TCP/IP stacks but none of this has worked either. Also I downloaded and installed Conquer onto my laptop and it has the same issue.

Maybe a firewall issue ?

So I was just at my school with my laptop and I could connect to the conquer servers. So I believe it is something to do with my network connection/drivers/something. I don't know what it could be though since all my drivers are up to date, I even tried rolling them back once to see. I got home and unhooked my modem for a couple minutes to see if that would help but it didn't. My internet access doesn't have very high security settings if any at all on it.

I don't think it's my firewall because my laptop also has the issue along with my main computer

Also I don't know if it means anything, but when I move my cursor over the window I hear the sound effect it makes when you mouse over different servers, but it only happens at the bottom of the screen

Also I've tried entering false information to see what would happen but it doesn't even say wrong password or anything

Upon re-installing Conquer again I started getting an error message that says

"Failed to update to the network problem. Click 'Retry' to continue updating, or click 'Manual' to download manually"

With the options to press 'Yes' 'No' or 'Cancel' (Not retry or manual)

I don't know what this means or how to fix it please help.

I tried using Conquer on my other desktop computer and it also doesn't work. I am really starting to believe this is a network issue in my house but it only affects Conquer for some reason.
