You're talking about the official Conquer Online servers, and not a private server, right?

If its a private server then yes it's possible to disconnect a single person with the help of a special code. Official Co has this fixed, as most advanced private servers. If you're on a private server, and its a simple one, its probable they have not fixed that yet...
