You don't view C3 files in photoshop.
You can view DDS files in photoshop though. Search "nvidia texture tools"

i did i get the DDS viewer .. what is the C3 files do and how can i use it to make edits

They aren't image files.

They're 3d models, editable in applications such as Maya, 3DSMax, Blender etc... IF (and only if) you are capable of reversing the file structure to open in them. (only 1 person has done so far, but incomplete). They are a custom file format made by TQ, and no public tool exists to edit them.
