Hey im a Trojan-Water (and i want to reborn in a archer so im a cyclone archer with stigma) can i reborn in 110?

nop, for the second reborn, water or not, you need to be 120.

ah **** xD, oh well ^^ is a water tao cool to use it as your main account? (i still got a 126 archer so lvling is no problem)
