need help with ~LightRuler~'s guide

hey ive dowlaoded every thing when i run the "TheCOServer" it ses loading items
loading plus info
all monsers
all monster spawns
spawned 200 mobs
all npcs and the server ip isnt it aspost to say server started suscefully? please i need help

1: u have ur firewall on then its possible that he block some ports
2: you didnt make the .txt IP or u didnt put your good ip in it
3: if u cant setup the server with my guide(easyest good i ever have see) then dont start a private server
