can a lvl 115 gown, be up with mets in tc?

yes, i think it took me like 3 mets for a refined gown (NO sock) 115>120 in tc

Yes you can up a gown to 120 in tc. And quality does not matter it will probably just take more met`s the better quality it is. And as far as i know only bs and weapon`s apart from bow can not be uped to 120 in tc. 120 is the max you can up in tc any thing over will need a db in market.
