Upgrading Super Item

Need some advice. I tried to upgrade a super wand at lvl 65 through magic artisan but he told me that he cannot upgrade the item because i don't have the required lvl to wear the item. The fact is i am currently using lvl 110 elite wand (wand skill lvl 11). (My super wand is fully repaired to the max durability by godly artisan)....

Any idea why?

try using the market pharm to repair?

i don't why but after i repair it at market pharmacist at 0 cost, the item now can be upgraded just fine...thanks again

The repair costs sometimes is incorrect.
