You wouldn't need a HWID Changer if you got an IP ban because you simply can restart your router (works for the most part of the providers).

I don't think you'll gain access to your S4League account because they marked your account as banned in their database therefore you have no chance to unban it.

Right alpines if my account is banned and i used this hwid.. it won't work, the ban will stay.
