Making weapons and new garments

Start with garments first. I was wondering how do you make a new garment, ive seen TqSelena's post on the release section with his/her (not sure) new garments... tried to put them in my client but failed xD do i need a patch our something? Weapons.. Anybody know how to make new weapons because i would like to make a few 130+ weapons (none over 140 xD ) Thanks :)
