Well you can make the actual weapon black, but you can't make glows black, they just stuff up or you can't see them.
You could probably make one with a darkish grey glow if you're willing to give way a little.

I put the saturation or however you spell it to grey. Then brought the lightness bar to like -90. It looks black and glows.
