As far I can see he only changed NPC spawns and from PVP Points to CPs.

It is a kind of thing similiar to warnings.
The more infractions you have, it would mean you have broken the rules or done something bad many times.

A ban, or some sort of penalty can be given to a person with alot of infractions.

I think this account has at least 3, unsure.

Previous accounts have had many. Nothing compared to my 14 infractions at 4botters.

I havn't read the rules, don't plan to, the rules are common sense.
