I forgot where I obtained this source code, it seems to be missing some parts. I hope that expert can provide the completed version. Thank you

I'm totally for an open-source map editor, but I don't think this is it. Someone certainly put a good amount of effort into this, but possibly over a decade ago. Even if it does display a map correctly without scenes, it's using XNA... which is super unsupported. Maybe you could convert it to use MonoGame, but at that point... just use a supported framework.

Did I do this? I don't understand C # either, I forgot where I downloaded it from
