Google could probably find you a VPN such as wtfast/battle ping. There's no such thing as a program that reduces ping. VPN services can often help you achieve a faster/more reliable route between you and the server (especially if you live very far away) but that's all it does, they aren't doing anything magical, they just help you find a more efficient route.
