How would I go about finding the IP a particular server is using?

Strange I was under the impression there was tools to decrypt it, just not to re-encrypt it (RSA and all that jazz)

It's worth pointing out these are the LOGIN servers. The login server then responds with the game server/port to actually connect to. For those you're better off using a network monitoring utility like wireshark to find the IP of the server you are connecting to.

Operating completely on 3rd party information here...

The server.dat is encrypted with RSA. The public key for decryption can be pulled from the client (cause it needs to be able to read the data) but the private key is unknown and only TQ has it. It would take far more time to crack it than it would to simply replace the keys in the client (or bypass the decryption routine so a plain text version of the server.dat can be used) so that's the route most servers have gone.

You don't need wireshark. You can just use Resource Monitor and sort by port, or just use the netstat command like so:
netstat -atn | findstr :5816
