killersub is correct, but you will need to make your server set to 32 bit only if not it wont run. There is a guide on epvpers on how to set it 32 bit only

You need very little in the way of system resources to be able to run a server.

Something like 512 ram and single core 2 ghz proc would be plenty if all you're using it for is hosting. Vid card doesn't enter the equation really.
