I used a hex reader to do it but all I got was

Its a binary file, ie. values are stored in a binary format.

Essentially you can write files in a number of ways, you can use a standard textwriter to display things in understand values like "100,200,300,400" or you can use a binarywriter which will write things as they are in machine code, which uses significantly less space as it stores them at their smallest required size in the file.

The value "100" for example fits into a single byte, but to write the value 100 in ascii requires 3 bytes, 1 for each digit.

Basically you need to google BinaryReader for C# or take a look at the way the 5165 source (or any other flat-file based source for that matter) loads characters and information.

Once you have loaded the data you can then write a new text file using the textwriter with the information you have just retrieved from the file, and if you really get stuck i have a working parser in source format for you to take a look at.
