They have not been released for the obvious reason that no one has released a source for the new patches. Anything above 5165 has to be done yourself. Korvaks posted some 5250 packets on the wiki and there should be a new source on the way eventually but till a decent 5250 source is out there, no one can add those features.
You need a server able to support the new client version and there aren't a ton of ppl with that kinda coding skill around here. Those that do are either doing it on their own, not interested in the new patches, not working on co anymore, or are working on it now. Give it some time.
