How to increase FB/SS clickable distance?

I play on a private server. For some reason when you try to fb at a distance. No farther than maybe half of the fb distance. It will say target not in range if you go beyond halfway and to me this seems incorrect. How to increase the "clickable" distance so targets will be in range? I'm not looking to cheat with extra distance. I just want to be able to FB/SS properly.

I think on this server somehow the clickable distance to fire a FB/SS got changed to a shorter distance that it should be. Any help would be great.

Thanks for letting me know the location of what I'm looking for. But, it's in some weird alternate text form / language. I tried an online .dat to .txt converter but it didn't work. I can't figure out where or what to edit. Help please.

That's because it's not encrypted, Atleast for older clients.
