Do you want it like a local message or like a broad cast?

if your talking about the welcome message try to search this one, and edit that.

search for:

GC.MyChar.Nobility.Rank = GC.MyChar.Nobility.Rank;

then below you can see like this:

GC.MyChar.Nobility.Rank = GC.MyChar.Nobility.Rank;

GC.LocalMessage(2000, "Welcome to My server");
GC.LocalMessage(2000, "The server is still being fixed. Anyway, We want you to enjoy this server.");
GC.LocalMessage(2000, "Enjoy.");
Game.StatusEffect StatusEffect = new NewestCOServer.Game.StatusEffect(GC.MyChar);

in your source you can see them red letters, thats mean that line line is editable. then you can make an edit.
