TQ digital obfuscated itemtypes.dat and other encrypted files in LuaVM bytecode in patches around 69xx. If you want to add new garments from newer patches, then you're out of luck unless you reverse engineer the client. If you're looking to just add already extracted garments from other clients... then that's just a matter of adding it to itemtype.dat, a few 3D ini linking files, and all its linked assets. You might have to extract assets from c3.wdf and data.wdf.
