Not possible, the server.dat is encrypted.

@thread starter, You can decrypt the server.dat by using a .dat Decrypter. Search the Conquer Online subforum for "De-En".

Inside the fallowing file is the .dat decrypter just use it the same as if you wanted to decrypt itemtype.dat

This was not made by me i got it from DragonStar's thread about making weapons and armors ect
he says basically how to use it in this thread

None of your statements are right, the conquer exeuctable is coded to load the encrypted server.dat so eventually when you use a decrypted server.dat it will throw an error and you won't be able to login.
