Windows 7 Cursor Lag (Conquer Online Classic V)

Hello mates, I am having trouble with the blink cursor spikes lag of the conquer classic version, (5165). It give's me lower fps into 5-45 something. So if ever have the solution or suggestion about my problem, It would be a great pleasure for you.

oh but this is only work on normal ani cursor but the rest it won't is there any other solution that it don't need to change the cursor lag from os?
