there was someone in the server i play on (not going to say server name no ads ) just logged in to drop all items in game and DBscrolls and then admins appears to kick him and say he is hacker how he did that can i get admin commands on my account or can i get admin emulator to do as he did ?

To be admin you have to get access to the server's database or use some other ways relied to hacks.
