It depends if he is:

1. Level 70+ Non RB
2. Level 70+ 1st RB
3. Level 70+ 2nd RB

Also depends if you are:

1. 30 Levels below him Non RB
2. 20 Levels below him Non/1st RB
3. 10 Levels below him Non/1st RB

Each number corresponding with the other.
