Advanced Edit on Login Screen

well i h8 TQ Freaken Chinesse Style .. it sux so i'd like to Change AFew things in the client as the Login Screen and i've seen sm nice login screen surely they werent made by Flash Decompliar ... so i'd like know if there is good prog to be able to Edit that Shiity Login Screen and Loading Bar Too
