i just started tackling this myself. I got some help on this (thanks emme!) so i'll point you in the right direction.
Its built into the client most of us seem to have for 5017. You will need to have the server do checks and make a jump to the coords an illegal move. By that i mean, you could remove it from the client, but someone else could put it back in, its a client hack. Your server must understand where the illegal jump can land to (in game coords) and must not allow a jump to those specified spots. The process we' re about to take is to map out all possible coords, and do just that. Not sure if it is the most efficient way of doing it, but its gotta be done. Your only other option is to allow guild gate and wall jumps, and make sure everyone that plays understands that, and is cool with it.
