[Question]add a NPC in binary

I want to add or edit the - damage npc... want make him to put -1 dmg on non blessed items too.... like bw co have.... can some1 help me?

This NPC already exists in the market, only found him and translate ur actions

yea I just saw he can do that too... but **** ... is there any translation for it? or I need to do it by myself :-ss
If any1 trnslate it and wanna help me pls make a dumb of file from navicat and give me....

because I dont know how to translate it.... I wold appreciate if some would tell me how If dont want to share his work with me
