i think the only thing in HTML that you will use to have that website is

<head>
<title></title>
</head>
<body>
insert of the flash movie with a 100% scale over the screen
</body>
</html>

and if its really high graphic i suggest you learn actionscript 3.0 to make a preloader.
+ little basic of photoshop and adobe premier(with after effect)
