But operation router when being changed IP Is there a way to make IP does not change

or make My Server Same IP and Never Change

rent a dedicated server
use hamachi

He seems foreign, he may be from a 3rd world country constantly getting bombed, which is turning off the electricity, which is restarting his router, you never know.
