It's probably off by a little because of a second dependent (such as durability not being exactly the same in both tests). Since durability is rounded to show a lower ratio, I can imagine that it might be a bit hard to tell between the two durability tests. I'm sure the formula is correct (the one Kinshi posted).
Edit: For an accurate test, you would need to packet log the item being spawned into your pocket (to get the current dura of the item). The results would be dependent on the cost to repair the item. The controls would be the constant max dura of the item, current dura of the item, quality of the item, and initial cost of the base item.
