we don't allow binary files to be posted on epvp and as such people who have much if any knowledge about them quickly leave this site in general.
You're running xp so I'm guessing you haven't bothered installing any new .net frameworks or anything which might be required to run the files. I'd google a bin install guide. There's tons out there and they'd list all the files you'd need to make it work I'm sure.
