Depends on the manner in which the original source was released and if anyone ever made a request for it to be removed. This circumstance, ie. releasing something to screw over the creator isnt acceptable, working on something thats publicly available in order to improve it is acceptable.

But impulse did release the base for all to use, since this person simply added features to it and then released it because he didn't get paid, should be fine right?

A base yes, the base that this is built on? That was being privately developed by someone else? Any evidence of that?
Dunno why this is being questioned so much, nor why im having to explain this, i didnt even delete the thread.
