[Help]Skill Problem

I have a little annoying skill problem. when I use the skill "Phoenix" (it's a passive skill that people use if their sword is level 5+ to do extra damage on targets) it tends to not show up or raise the exp bar inside the skill box. If I can have a little bit more help on the problem I would so much appreciate it (:.
