You have framework version 4 installed wheras it's geared to use framwork 3.5... you can try to convert it to 4.0 or you can simply download 3.5 in addition to your 4.0 one.

The same way I told you to do, but instead of lowering the project's framework version, you increase it. That's more likely to work, altough a machine with Microsoft .Net Framework 4 installed should be able to run all .Net programs, independing on the version, since 4 is the latest version of Framework.
