If all, delete the 3deffect.ini, if some specific, look in my sig you will find a few of the codes.

If they are still present then it would appear that they have fixed that particular modification, although i find that alittle unlikely lol

Create an empty file called 3DEffect.dbc inside your Conquer2.0 -> ini folder.

Credits to someone whose name I can't remember. You can find it if you search for "3DEffect" or something like that though

If you want to reverse the changes, you need to download one of the newest patches that contain a 3DEffect.dbc
