Okay lets get started.I will try to explain how this works before telling you what to do.
When you open npc.ini and search for stake,you will be lead to something like this:

Which is obviously the lv20stake(DUH!)l.What we want from npc.ini is the simpleobjid only,others will not be used in this guide.
So we got the simpleobjid of stake,scroll down abit you will find the simpleobjid for scarecrows,if you can't see them,they are 20 for stakes and 21 for scarecrows.Why we need to id?It's because this id will be used to identiy stakes/scarecrows in the 3DSimpleObj.ini file.In the file in records the texture and mesh for the stake and scarecrow,which is what we want to change.Moving on.....
So we found the IDs for them,open up 3DSimpleObj and search for 21(not 20 because other things will come up),once you found it,you will see texture and mesh.Change it to w/e you want,in this guide i will change it to a GM robe.
i change the texture to 3137310(which is the small male GM robe) or stake and the mesh to 3137000.And stake will be 2137310 and 3137000.Save,then open up the client and voila they are changed to GM robes
Long story short
---------------
1.Open up 3DSimpleObj and find 21
2.Change id 21 and 20 to w/e texture or mesh you liked.
3.Open up your client and go to tg to see the result.
