k listen idk if you allready heard of it but i made it maybe some one else made it to nvm lets just get to the point,go to CO file then go to c3 open it then you will have some files look if you got file that called "0003" copy it past it some where you wont lose it and then delete it from CO file start playing and hope you like it
i deleted the folder to see what would happen cos you were not clear and it did nothing, the game did not slow down i did not slow down there was no difference

no offense but why would you want the game to move slowly.. seeing as it's probably client sided anyways why would you want to do that. it's like really really annoying lagg lolz

you could also use a 56k dialup modem, and download a few huge files same time (giving your DL-program full webaccess), think that would slow you to....or maybe play with your offhand.... :?
