Here's the definition from Wikipedia:
Frame rate, also known as frame frequency and frames per second (FPS), is the frequency (rate) at which an imaging device produces unique consecutive images called frames. The term applies equally well to film and video cameras, computer graphics, and motion capture systems.
Conquer Online's FPS is locked at 40 FPS. The problem with that is, when a game like Conquer Online (that experiences many performance spikes) tries to load a resource intensive object (like a screen full of characters with tons of weapon, armor, and model effects), the frame rate drops because the game client needs to process those textures. Since Co's frame rate maxes out at 40 FPS... when there's a spike, it drops to almost zero. People have been trying to combat that by unlocking the 40 FPS restriction, allowing the game to use as many frames as it wants. With a higher frame rate, the textures can be processed faster, and frame rate drops are less noticeable.
