You don't run the file. You place it in the Conquer 2.0/ini/ folder, replacing the itemtype.dat file that's already in there. Make sure you have a back-up copy of the original file just in case though

try dropping an elite weapon in a place by urself and see if it shows up on the ground, works fine for me.

Okay so I replaced the file ItemType with the one I downloaded and now my character has no items and no equipment...
what did I do wrong?

what exactly did you do, simply use winrar extract the file and place it into your C:\Program Files\Conquer 2.0\ini directory and restart CO.

Please change the directory according to your installation.

+1 items are determined server side when you pick the item up, so you can't make it show +1's.
