I am getting error message 'out of memory while expanding memory stream'
I have tested on win7 32but and win8 64bit
am i doing something wrong?

it didn't work for me  i got like some .DAT files for PS3 to get a modded comment but it couldn't Decrypt it

This decryption / encryption program is specific for Conquer Online, as for it uses TQ Digital / NetDragon Websoft's File Cipher, only used in games created by NetDragon Websoft. You won't be able to use it on any .DAT file, because .DAT files are universal. The encryption on them can change according to the program. Good luck finding what you're looking for though.

i want to decompile/extract/unpack .DAT file that contains textures and maps of game ...what program can i use ? how to i unpack it and repack it or decompress it and edit it then compress it back ?

Always when you click to decrypt it makes the .txt but not decrypted..

Myself have not tried it yet.
