Well site has been up since somewhere yesterday, if you still can't access it than you have to wait till your ISP updates some stuff, which they do automatically.

You should really update your computer using Windows Update more often. You're going to run into problems if you don't. The .NET Framework is required to run all C# applications. Here's the most recent version:
