As far as I am/was concerned, it is only ranked for now. For all matches this change is too big - ranked will probably be their "testing" I heard? Correct me if I'm wrong anyone.

Yes, ranked mode only. Never really thought about it, but I guess it does require a lot of server infrastructure to confirm everyone is on a real version of Windows in their match. Probably explains why they aren't rolling it out to all game modes at launch.
Also, this will probably only kill off most temp and perm software spoofers. Hardware spoofers (e.g hardware with customizable serials or nulled serials) will always be available since you can't really stop that since there are legitimate people who own these devices. Though their TPM enforcement may be an issue, at the moment all you need to do is change the chip from my understanding, not the whole board.
