shadowban and streamers

I wonder how come streamers don't get shadowban? like 'camyslays', who clearly plays in a bot lobby and makes 20-30 kills almost every match ... White list account ?

Yeah activision clearly white lists big streamers so they can cheat and promote the game.
Ever thought that there are also players who are not hot garbage?

They get whitelisted so they can promote the game + most of them are actually average or even below average in normal lobbies.
