there are plethora of videos of people in groups spamming report on someone until they are booted and this is well after the initial report. the spectator count never changes and it remains that 1-4 people.
COD most definitely does not account 1 report per player.

It stated by Activision themselves that 1 report is counted per player per match. Think just logically. They may spam but it still counts as 1 report, 4 reports from an squad, maybe reported 2-3 times until reached that squad. For some trash Accounts thats enough to trigger it.
I can report an low lvl rager 1x and he's gone, maybe not instant after the report but i watch him few mins and hes gone. As i have an old high trusted Account. Some people spam but its still counted only as 1 report, some reports just have higher weight then others.
They can spam and just wait 4-5 mins and it would kick the guy, thats what you mean. No need for them to spam "until" hes gone. Just report once and watch.
