ur wrong, there is an IP block for people outside Europe. He has to use a proxy to play on cabal eu.

But you can play Cabal Italian/Spanish/German/French (i think those have no IP Blocks but it can happen that you get blocked and then you have to proove that you speak at least the language).

Cabal de has for sure no IP Blocks.
