I think its just part of their clothes. Not sure though.

I cant understand what she means Cape= Epaulet of xxxxx tahts what in my right upper screen.

There are different Capes for different Clothes Types

For Example

Epaulet of Guardian+3= You only see it with Aramid/Shadowsteel armor
" " " " " " " " +4 = You only see it with Bluestin
" " " " " " " " " " +5 = YOu only see it with Titanium
" " " " " " " " " +6 = You Only see it with Osmium(The gear i wear on screen, its lvl 82 though)
