[QUESTION] about monster's level

Hi, may i ask a question, this concern Full drop list by Moonfly. How can i read which item drop from specific monster. There is monster level column. Min. and Max. Can somebody explain me how does i read this? I mean, is there any monster level list.. that would help me understand which item drop from which monster.. Regards.
