read Phantom*'s guide on first link or download balq's gm tool. If you download balq's tool,run "runEncPacker" and search for your .enc file. Unpack it and you will find it in the "Data" folder where the Tool is.

wat is the use if we unpack enc's files?
can i call it as a method to hacking the game?
btw i play cabal chronicle..
so hard to hack the server..
coz i can detect such a hack like CE & cant speedhack anymore..aww

You can't have the GM'S commands no matter what,you can only have TEST commands.
