in the download is there surpose to be just the data file??? cause i installed it and it dosent work

i can get logged in and everything, but i get gameguard startup error.

ive tried fresh versions of cabal sea and cabal ph.

now im trying cabal latino -.-

is there anyway to prevent this message?
