Install the latest C++ Redistributable Package 2010.. if you using 64bit system, also install 32bit version of C++.

i works for me,windows 7 ultimate 32bit os
here's what i do,i open cabal starter but not start the game,then open the loader.exe(run it as admin) and validate to start the trainer,then start cabal,

hope it will works on others having a problem like yours.
